Hokoria has introduced major new protections for the environment and animals following two Bills proposed by Viduna Galewelage MP.

The Hokorian Environmental Protection Act, 2026 passed Parliament unanimously on September 25, receiving five votes in favour and no votes against. Just minutes later, Galewelage introduced the Animal Protection Act, building on the system established by the first Bill.

Protecting the environment

The Environmental Protection Act introduces the framework for protecting Hokoria’s land, water, air and plant life. It covers pollution, waste, protected areas, protected plant species and developments which could cause significant environmental damage.

It also establishes an independent Environmental Authority responsible for monitoring the environment and enforcing the new rules. The authority will be able to investigate suspected breaches, monitor pollution and designate protected areas and plant species.

It also creates actual offences for causing unlawful pollution or knowingly damaging protected areas and plant species.

What about the animals?

The Animal Protection Act, also by Galewelage, creates a duty for people responsible for animals to properly provide for their needs, including food, water, suitable living conditions, exercise and protection from unnecessary suffering. It also makes intentionally or recklessly causing unnecessary suffering an offence.

A new Animal Welfare Authority, connected to the Environmental Authority, will oversee the system. It will also be possible for animal species to receive additional protection, including restrictions on hunting, killing, capture and trade.
