The Hokorian Parliament has approved plans for the nation to enter free association with the Kingdom of Vistaria, days after rejecting a proposal which would have dissolved Hokoria entirely.
The Hokorian Free Association Act passed Parliament on October 8, with Prime Minister Asa Ward, Viduna Galewelage and Cyrus Hopkinson voting in favour. Christopher Slant abstained, saying he would prefer full integration with Vistaria but was not opposed to free association.
Under the agreement, Hokoria will remain a sovereign and self-governing nation, with Dama and Serenia remaining Hokorian territories and its Parliament, Government and Constitution continuing to operate.
A compromise on Hokoria’s future
The new arrangement follows the failure of an earlier proposal by the Kora which would have seen Dama and Serenia become constituent nations of Vistaria and the Hokorian State dissolved.
Following its rejection, Willow asked MPs whether free association similar to the system already used in Lorc’h would be more acceptable. Under the new Act, Vistaria will take responsibility for foreign affairs, defence, the administration of justice and elections, while Hokoria’s Government remains responsible for domestic policy and the ordinary administration of the nation.
Parliament will also be able to take any of the transferred responsibilities back in the future without ending the free association arrangement.
The Koru of Vistaria will automatically serve as Koru of Hokoria, with the Koruship’s administrative role limited to the responsibilities transferred to Vistaria, citizenship and acting as Speaker of Parliament.
The agreement will take effect once it has received the required constitutional approval and has been lawfully accepted by Vistaria. A referendum will be held on October 16, 2026.
